To foster a team that could deliver results, he added first-time assistant vice presidents for communications, administration, public safety, and chief of staff. Haynes embarked on a 100-day master plan to reimagine RIOC’s operations amid the challenges of a global pandemic. He prioritized restructuring the agency to meet 21st-century standards, ensuring greater efficiency, and enhancing the island’s residents’ quality of life.

The “Reintroducing RIOC” initiative, undertaken during Haynes’ tenure as COO in 2016, was pivotal in reshaping the organization. RIOC transformed into a leading public benefit corporation in New York State by reorganizing departments, leveraging technology, and investing in employee development.

Haynes’ approach to forming a diverse executive team focused on expertise rather than background or identity. As a result, RIOC gained a group that offered unique perspectives, enriching decision-making processes and driving innovation.

Impressive Achievements:

Under Haynes’ leadership, RIOC’s capital projects program witnessed substantial growth. Despite the challenges posed by a global pandemic, the organization invested over $85.8 million from 2019-2021, compared to an average of $4.5 million from 2013-2015. These investments have been crucial in enhancing infrastructure and elevating the island’s appeal as a world-class destination.
